Googlel Pack referrals become Firefox referrals outside the US

From what I can tell, it looks like the Google Pack referral buttons that were just announced show up as Firefox referral buttons outside the US. At least, when I visit (from home) a page showing both buttons, I see two Firefox buttons, so obviously the IP address of the browser is being used to determine if it's safe to serve the Google Pack button or not.

It's a bit odd that they're doing it this way. If you go to the Google Pack home page you'll see that there's no restriction on who can download and install Google Pack. Yes, the referral program only works for US-based publishers (the Google Pack referrals don't appear in my AdSense console) and downloaders, but is that a valid enough reason to disable the referral button entirely? I can see overeager self-appointed AdSense monitors reporting sites that are displaying two Firefox buttons to Google and wasting everyone's time doing it.
