That's for a very basic account on a shared server, but it includes everything you need: WHM for reseller account management and cPanel for hosting management. Fantastico is installed so it's trivial to install a new WordPress blog. Haven't had any problems. There are many other hosting services like these, though, so just shop around and see what people recommend.
